Sophie Quinn-Graham 76e997e12c feat: allow pull-to-refresh from the empty client and project lists 
Same treatment the empty clip list got: the bare ContentUnavailableViews
had no scroll surface, so on iOS a failed or stale load couldn't be
retried without navigating away. Host each in a ScrollView (content
sized to the container so it stays centered) with the same refreshable
reload as the populated lists.
